Reports to: Senior Bid Manager – FSS

Lead the development and maturity of multi-functional workstream activities, tender work packages (data item descriptions) and all governance related documentation in support of all pre-contract award / execution activity specifically for the FSS Programme. Build and lead an integrated FSS team capable of delivering high quality outputs on time and within budget to maximise bid success and help convert a successful FSS Warship 3-ship new build order.

Responsibilities

  • Provide E2E (End-to-End) project management capability, specifically to support the FSS tender period and for other complex, high-value Defence bids ensuring strong focus on Safety, Quality, Cost, Schedule and People (SQCDP) to optimise business winning success
  • Manage the integration of FSS consortium members across the key functions and bid lifecycle stages in line with defined bid budget and schedule parameters
  • Drive effective project governance (resources, processes, systems and controls) to ensure all inputs and deliverables are reviewed and approved to high quality standards in a timely manner in line with H&W BMS
  • Effectively manage project / functional resources to enable efficient progress across the bid lifecycle
  • Develop and maintain strong working relationships with internal (including consortium members) and external stakeholders for the FSS Programme
  • Support the Senior Bid Management team in ensuring timely visibility of performance to maintain confidence in project / bid delivery and resolution of issues
  • Align complex and broad suite of technical and build deliverables in line with customer’s procurement requirements, in support of business’ bid strategy
  • Coordinate with and provide support to the Sales / Business Development, Engineering, Commercial teams in order to align and input on key risks & opportunities. Work closely across the integrated bid team structure to ensure governance gate reviews are achieved and H&W position is optimised for construction, assembly, commissioning and acceptance
  • Provide project management support and expertise to key Customer engagements, negotiations, and discussions
  • Play a lead role in delivering a cost and schedule-effective bid strategy and submission
  • Support the delivery of financial targets (as a minimum) in line with major bid and wider business’ FY plan
  • Develop, implement and maintain robust project management processes and procedures in line with the company HSE and Quality Manuals, and Business Management System.
  • Provide leadership to and facilitate the work of cross-functional project / bid teams in line with plan
  • Develop and manage a fully scoped plan with identified resources and defined budget across the right business functions and FSS consortium members
  • Identify and manage inter-dependencies ensuring visibility with plans and actions to resolve, managed through all relevant FSS stakeholders
  • Annually, deliver input to the wider Business Plan with defined KPIs and targets
  • Integrate with the senior management team across the group, sales, commercial and operational teams to deliver identified priorities
  • Identify collaborative opportunities which support competency development, growth potential and capability development.
  • Review and implement process improvements where necessary to ensure multi-faceted inputs and deliverables in support of project / bid requirement are optimised
  • Provide technical input and advice to the business winning effort, creating a performance management baseline and appropriate EVM tools (SPI/CPI) to measure the Competitive Procurement Phase stage progress
  • Lead the identification, management and mitigation of technical risks, issues and impacts of projects / bids
  • Manage effective communications across the FSS bid team – inclusive of FSS consortium members, to improve awareness of bid strategy, project performance, and key supporting activities
  • Conduct integrated progress meetings with all involved parties both internally and with external partners and stakeholders.
  • Review and approve technical, systems integration, project controls and planning, commissioning and acceptance scope input to Bid budgets & plans, project schedules and monitor to mitigate cost overruns
  • Ensure the balance between cost effectiveness and quality is maintained from start to finish, whilst ensuring an on-time delivery.
  • Actively promote and manage HSE behaviours and competences within the team to ensure high standards are achieved and maintained;
  • Responsible for driving a culture of Health, Safety and Environmental through the company, including continuous improvement of safety standards;
  • Actively reviews and enacts improvement actions to improve Cost of Poor Quality (CoPQ) related issues which may impact on profitability
